Tsang Chun-wah, John
Financial Secretary
The Government of the Hong Kong Special Administrative Region

Mr. Tsang spent his secondary school years in La Salle College in Hong Kong and Stuyvesant High School in New York City. He pursued his interest in architecture at the Massachusetts Institute of Technology, and went on to receive a Master Degree in Bilingual Education from Boston State College and a Master Degree in Public Administration from Harvard University's Kennedy School of Government.

Mr. Tsang worked in the Boston Public Schools prior to joining the Hong Kong civil service in November 1982. As a member of the Administrative Service, he served in a number of posts, including Administrative Assistant to the Financial Secretary, Assistant Director-General of Trade and Private Secretary to the Governor.

Mr. Tsang served following reunification in a number of different capacities, including Director General of the London Economic and Trade Office, Commissioner of Customs and Excise, Secretary for Planning and Lands and Permanent Secretary for Housing, Planning and Lands (Planning and Lands).

Mr. Tsang was appointed Secretary for Commerce, Industry and Technology in August 2003, and with the successful conclusion of the World Trade Organization Ministerial Conference in Hong Kong that he chaired in December 2005, he was appointed Director of the Chief Executive’s Office in January 2006. He was appointed Financial Secretary in July 2007.

Mr. Tsang is married with two children.

Madam Wu Xiaoling, former deputy governor of the People's Bank of China (PBC), is the vice chairwoman of the Financial and Economic Affairs Committee of the National People’s Congress, the executive vice-chairperson of the Finance and Banking Society of China , and the chairwoman of the Financial Accounting Society of China.

She started her career at the PBC in 1985, when she was appointed deputy director of the Office for Applied Theoretical Research at the PBC’s Research Institute. In 1994, she was appointed as director general of the PBC's Research Bureau. She was promoted to deputy administrator of the State Administration of Foreign Exchange under the PBC in 1995 and then to administrator in April 1998. In November 1998, she was appointed as the president of the PBC's Shanghai branch. She has been a professor and a tutor of doctoral candidates at 7 universities in China. She received Sun Yefang Economics Prize, the highest Chinese award in the field, in 1994.She ranked 18 on Forbes's "100 Most Powerful Women 2007." She was included in the "Top 50 Women to Watch", released by the Wall Street Journal on November 8, 2004. Among the 24 women in the category of "In Line to Lead", she ranked 18.

She graduated from the Graduate School of the PBC in 1984.

Gordon M. Burnes runs worldwide strategy for IBM's Risk Analytics. He joined IBM through the acquisition of OpenPages, where Burnes ran marketing and strategy for five years. IBM's Risk Analytics business includes the IBM OpenPages GRC offering, as well as the Algorithmics, an IBM Company, financial risk management business. Burnes brings to the role over 20 years of experience working with high growth companies in the sales, marketing and product management functions. He has also worked in the investment banking industry, where he provided strategic financial advisory services to mid-market companies. He is a frequent speaker on the topic of how technology solutions can help enable an enterprise approach to integrated risk management.

Alex Cheung

Mr. Alex Cheung is DBS Bank's Managing Director and Head of Institutional Banking Group, Hong Kong. He joined the bank in July 2009.

Mr. Cheung is responsible for growing the bank's franchise in the corporate and commercial banking businesses in Hong Kong.

Mr. Cheung is a seasoned banker with 30 years of corporate and commercial banking experience with diversified industry, product and institutional exposure. Prior to joining DBS, he was the General Manager of North East Asia for OCBC Bank after being promoted from General Manager of OCBC Bank Hong Kong. Before that, he held senior positions in corporate commercial banking and risk management with major international banks including Citibank, ABN-AMRO and Rabobank. Mr. Cheung started his banking career as a management trainee with Bank of America in Hong Kong in 1981.

Dongjun Choi

Mr. Dongjun Choi ("DJ") is currently Head of Personal and Preferred Segments for Standard Chartered Bank (Hong Kong) Ltd, and also double-hats the role of Head, Remote Channels for the Bank. He oversees the Bank's mass and mass affluent customer segments, as well as its remote channels, i.e., internet, mobile and ATM channels.

DJ joined Standard Chartered in August 2008. In his previous roles in the Bank's global headquarters, he was the accountable executive for the global roll-out of the Bank’s consumer banking bundles (e.g., mortgage bundle, payroll bundle, transaction bundle), as well as the global implementation of the Bank's mass and mass affluent customer segment strategies. Todd Cooper

The solution suite enables financial organizations in Europe, North America and the Asia-Pacific region to holistically measure, monitor and manage regulatory compliance, operational and financial risks across their businesses.

With more than 15 years of experience in the financial services industry, Todd is a foremost expert at helping organizations develop and implement automated strategies for addressing compliance requirements and risk at the enterprise-level. Prior to his current role, Todd led the Wolters Kluwer Financial Services’ Financial Crimes Control and Consumer Compliance business lines. During this time, he worked directly with dozens of the largest financial institutions in the United States as well as with federal financial regulatory agencies to create innovative technology and business process solutions used to manage both compliance and operational risk.

Todd has also advised federal regulatory agencies on changes with the 2000 census demographics, the heavily revised 2003 U.S. Office of Management and Budget, Metropolitan Division/metropolitan statistical area definitions and the impact of both on Community Reinvestment Act, Home Mortgage Disclosure Act and fair lending requirements.

   
   
R. Sean Craig
IMF Resident Representative in Hong Kong SAR

Sean Craig has been IMF Resident Representative in Hong Kong SAR since January 2011, representing both the Asia and Pacific and the Monetary and Capital Markets Departments. He conducts financial surveillance of East Asia for the Fund, taking advantage of Hong Kong's status as a financial center, and contributes to the IMF's flagship Global Financial Stability Report (GFSR). Recently, Mr. Craig worked on IMF surveillance policy issues at Headquarters and before that spent several years in the IMF's London office doing capital markets surveillance. He has been with the IMF for 11 years, prior to which he worked at the Bank for International Settlements (4 years) and the U.S. Federal Reserve Board (10 years). Mr Craig holds a Ph.D in economics from Boston University. He was born in London and hold both UK and US citizenship.

Dr. Patrick Yuk Bun Fung obtained his MBA degree from University of Toronto in 1973, and was awarded an Honorary Doctor of Business Administration by the Hong Kong Polytechnic University in 2001 and an Honorary Doctor of Laws by the University of Toronto in 2005. Dr. Fung joined Wing Hang Bank in 1976 and was appointed a Director of the Bank in 1980. He was appointed Chief Executive in 1992, and then Chairman and Chief Executive in April 1996. Dr. Fung is the Chairman of numerous subsidiaries within the Group.

Dr. Fung is a Non-Executive Director of Miramar Hotel and Investment Company Limited and an Independent Non-Executive Director of The Link Management Limited. He is a member of the Exchange Fund Advisory Committee (EFAC) and the EFAC Financial Infrastructure Sub-Committee, a member of the Hong Kong Tourism Board, a member of the Court of the Hong Kong Polytechnic University, a member of the Court of the Hong Kong University of Science and Technology. Angelica Kwan

Angelica Kwan is a US tax partner of PwC Hong Kong. She advised financial institutions, private equity funds and other clients as a US tax lawyer in New York for 15 years. Prior to joining PwC last year, Angelica was a US tax partner at the Sidley Austin law firm in New York. Angelica assists on US tax aspects of cross-border structuring, M&A deals, private equity and hedge fund formation, and US tax consulting and compliance projects for corporate and fund clients.

Angelica is a PwC lead partner in HK on the Foreign Account Tax Compliance Act (FATCA). She is part of the Joint Industry FATCA Working Group in HK formed by the Hong Kong Investment Funds Association, the Hong Kong Trustees' Association and the Hong Kong Federation of Insurers. Angelica speaks frequently on FATCA, including at events hosted by the Alternative Investments Management Association - HK Chapter, Thomson-Reuters and the Tax Executives Institute.

Angelica has a JD from Harvard Law, and an MBA from Stanford. She is licensed to practice law in New York and the District of Columbia.

   
   
Christine Lam

In her role as Deputy Country Business Manager and Head of Retail Banking, Christine Lam oversees the operation and development of Citibank’s retail banking business in Hong Kong and Macau, including the operation of the Citibank branch network, the wealth management business, as well as the management of the client segments of Citibanking, Citigold and Citigold Private Client.

Ms. Lam joined Citi in 1983 as a Management Associate and since then has held numerous and diverse management positions in Hong Kong, Canada and Asia Pacific regional roles. Prior to assuming her current position, Ms. Lam was the Head of Operations and Technology for Citi Hong Kong and was responsible for all operations and technology services across all businesses, technology infrastructure and enterprise services.

In the early 1990s, she spearheaded Citi's securities services business ventures in the China B-Share market before she moved on to run the Citi Transaction Services business in Hong Kong.

Ms. Lam spent 10 years in the regional management office running CitiService and Quality for the Corporate and Investment Bank in Asia Pacific at one point. She subsequently became the Chief of Staff to the regional CEO of the Corporate and Investment Bank and was Chief Operating Officer for Asia Pacific Corporate Banking and Commercial Banking for five years.

Ms Lam holds a LL.B. (Hons) degree from the University of Leeds.

Tony has been with HSBC Hong Kong for 22 years and has had a 15-year long career in HSBC's Global Banking business beginning 1995. During this period, Tony managed the most important client relationships spanning the real estate, shipping & aviation, and conglomerate sectors. His last role in Global Banking was Head of Client Management, Hong Kong, where Tony led the entire Hong Kong relationship teams.

In January 2011, Tony moved to Commercial Banking, Hong Kong and took up his current leadership role in driving the Bank's International businesses.

George Leung

George S K Leung is Advisor to the Chief Executive of The Hongkong and Shanghai Banking Corporation Limited and a member of the management team. His role mainly covers the Bank’s business strategy development and economic affairs for the Asia Pacific region. Prior to this appointment in 2005, he was Chief Economist, Greater China, the post he held since 2000. Mr. Leung joined HSBC as Senior Economist in 1994. Mr. Leung is a renowned business economist and an influential public policy commentator. Adrian Li

Mr. Li began his career at The Bank of East Asia ("BEA") in 2000 as General Manager & Head of Corporate Banking. In 2009 he was promoted to his current position of Deputy Chief Executive, with responsibility for the management of BEA’s business activities in Hong Kong, including corporate banking, personal banking, wealth management, and insurance and retirement benefits.

Mr. Li serves on the boards of a number of Hong Kong-listed companies. He is an independent non-executive director of Sino Land Company Limited, Tsim Sha Tsui Properties Limited, Sino Hotels (Holdings) Limited, China State Construction International Holdings Limited and COSCO Pacific Limited, and is an alternate director of San Miguel Brewery Hong Kong Limited. In addition, he is an alternate director of AFFIN Holdings Berhad, a company listed in Malaysia.

Mr. Li is committed to public and community service, and holds public positions in both Hong Kong and Mainland China: he is a member of the Guangdong Provincial Committee of the Chinese People's Political Consultative Conference, a member of the All-China Youth Federation, deputy chairman of the Beijing Youth Federation, a counsellor of the Hong Kong United Youth Association, a board member of The Community Chest of Hong Kong, chairman of the Vocational Training Council's Banking and Finance Industry Training Board, a member of the MPF Industry Schemes Committee of the Mandatory Provident Fund Schemes Authority, and a member of the Election Committee responsible for electing the chief executive of the Hong Kong Special Administrative Region. He was appointed as a Justice of the Peace in 2009 and was inducted as a Chapter Honoree of the Hong Kong Baptist University Chapter of the Beta Gamma Sigma Society in March 2012.

Mr. Li holds a Master of Management degree from the Kellogg School of Management, Northwestern University in the United States, and a Master of Arts degree and a Bachelor of Arts degree in Law from the University of Cambridge in Britain. Stewart McGlynn

Mr. Stewart McGlynn is a Senior Manager with the Hong Kong Monetary Authority (Banking Supervision) responsible for the prevention of money laundering and terrorist financing and has been closely involved in the formulation of the regulatory guideline for the anti-money laundering and counter-terrorist financing (financial institutions) ordinance that came into operation on 1 April 2012. In addition to supervision of the HKMA's AML/CFT specialist on-site examination teams Mr. McGlynn also represents HKMA in a variety of AML forums including the Financial Action Task Force.

Prior to joining the HKMA Mr. McGlynn served as a Police Officer for over 20 years in both the UK and Hong Kong and was the lead investigator in a number of major investigations including numerous money laundering investigations and large scale frauds. As the deputy head of the Hong Kong Joint Financial Intelligence Unit, Mr. McGlynn had widespread exposure to Hong Kong's AML/CFT regime.

   
   
Pearlyn Phau

Ms. Pearlyn Phau is Managing Director and Head of Consumer Banking of DBS Bank (Hong Kong) Limited.

Overseeing the Consumer Banking in Hong Kong, Ms. Phau is responsible for managing and growing wealth management, secured lending, deposit, credit card and unsecured lending, etc. She is also managing the retail sales and service delivery of the Consumer Banking branch network in Hong Kong.

Ms. Phau joined DBS in 2003 and has assumed numerous leadership roles within DBS Group. Phau was most recently the Regional Head of DBS Treasures. Prior to that, her previous roles include being Head of iBanking and Head of Treasures Singapore. She also played a key role in the development of the Treasures Private Client proposition, the launch of the DBS Wealth Continuum and the set-up of DBS Asia Treasures - a premier rewards platform for the bank's wealth management clients.

Ms. Phau has more than 20 years of extensive experience in consumer banking industry. Prior to joining DBS Bank, Ms. Phau held various senior positions at Citibank N.A in Singapore.

Ms. Phau is a Chartered Financial Analyst (CFA) and an Associate Financial Planner (AFP). She holds a Bachelor of Economics and Statistics degree from the National University of Singapore. 

   
   
Samir Subberwal

Samir Subberwal, currently General Manager, Integrated Distribution, Hong Kong and Greater China at Standard Chartered Bank (HK) Ltd. He has been working with the bank for 18 years. Samir is responsible for delivering on the financial targets for all channels including Branches, New business, Customer Care Centres and Remote and Online. He is also has the responsibility for leading the overall development, implementation and delivery of business strategy via channel optimization.

Samir started his career with the bank in India as a branch manager in 1994, and had taken up various senior positions across the Group Consumer Banking division. Prior to his current role, he was the Regional Head, Distribution, Personal & Preferred Banking, North East Asia, responsible for providing leadership in the overall strategy, growth and profitability of the segment and Distribution. Further prior to that, he was the Group Head, Branch Performance Management, Process and Governance & Global Program Director for SCB Way, responsible for design and implement a Sales Transformation Program for the entire Consumer Bank covering sales management, coaching for performance, Needs Based Conversations and portfolio management.

Samir was born in Mumbai, India and acquired MBA in U.S.A. He is married with two daughters.

Previously he was Head of Treasury and Head of Balance Sheet Management at Shanghai Pudong Development Bank in Shanghai; Managing Director of Treasury and Managing Director of Risk Management at DBS Bank Ltd in Singapore and Head of Market Risk, North Asia of Citibank NA in Hong Kong. Simon Topping

Simon Topping heads KPMG’s Financial Services Regulatory Centre of Excellence, Asia Pacific, linking in with counterparts in North America and Europe to provide global regulatory perspectives and advice to both global and Asia/China clients.

His engagements in this area include major restructurings of clients' Asian operations, post-GFC (Global Financial Crisis), advice on compliance, on Basel III liquidity risk metrics, and on planning for implementation of Basel III.

Prior to joining KPMG, Simon has had 30 years of experience as banking supervisor with the HKMA, Bank of England, and the IMF.

As Executive Director (Banking Policy) at the HKMA, he was the leader of the Basel II program for Hong Kong. HKMA policy initiatives with which he is particularly associated include the policies on liquidity, Pillar 2/ICAAP/SRP, and provisioning (the "regulatory reserve"). He has also been a "line" supervisor, and has "hands-on" experience of the supervision of both major international banking groups and local banks, including through the Asian Financial Crisis.

   
   
Dominic Wu

Dominic Wu is the Managing Director and Senior Risk Manager with BNY Mellon covering the operational risk activities within their Treasury and Financial Markets in Asia Pacific. Dominic has more than 18 years of extensive experience in the investment, commercial, consumer, custodian and private banking practice gained from Japanese, European and US banks, and also in an international accounting and consulting firm specialising in information and operational risk management formulation and execution. Besides BNY Mellon, he has worked with Nomura, ABN AMRO, Dresdner Bank, Merrill Lynch, Barclays Capital and KPMG. Dominic is a sought out speaker and has spoken in various ERM, ORM and Financial Services conferences and forums organized by IQPC, GARP, Hong Kong Securities Institute, Hong Kong Institute of Bankers, Hong Kong Institute of Certified Public Accountants and various Universities in Hong Kong and Singapore. He has also led several industrial working groups to address the issues and work out the roadmap for the ORM practice. Formerly, he has been a tutor with the University of Hong Kong lecturing on investment and accounting to the general public. He has also written articles on promoting ORM awareness and practices in Asia-Pacific which is published in books and newspapers. He was a consultant working for Risk Management Institute of National University of Singapore to develop and deliver the professional programme on operational risk management. Dominic is a Certified Fraud Examiner (US), Chartered Accountant (UK), Certified Public Accountant (HK), Certified Information Auditor (US), Chartered Company Secretary (UK & HK), a Professional Member of the Institute of Operational Risk (HK) and did his MBA from the University of Hull, UK. Jason Yeung

Aged 57, is the Deputy Chief Executive of the Group in charge of the Personal Banking business. He is currently a member of the Management Committee of the Group which provides overall leadership and guidance on the business development, strategic planning and operation of the Group. Mr. YEUNG joined the Group as the Board Secretary and Company Secretary of the Company and its principal operating subsidiary, BOCHK, in 2001. He also acted as the Board and Company Secretary of BOC from November 2005 to April 2008. Prior to joining the Group, Mr. YEUNG was General Counsel and director of China Everbright Limited, a company listed on the main board of the Stock Exchange, and before that, a partner of Woo, Kwan, Lee & Lo with over 10 years' experience practising corporate and commercial law. He had also served at the Securities and Futures Commission in Hong Kong. Mr. YEUNG was educated at the University of Hong Kong where he obtained a bachelor’s degree in social sciences. Mr. YEUNG later graduated from The College of Law, United Kingdom and further obtained a bachelor's degree in law from the University of Western Ontario, Canada and a master’s degree in business administration from the Richard Ivey School of Business of the University of Western Ontario, Canada.

Miss Winnie Yeung is the Managing Director of Cimigo. Prior to joining the company, she was the director of Customized Research at The Nielsen Company, Hong Kong. She had additional roles of champion of banking, insurance and finance industry group and is an expert in the realm of customer and employee satisfaction/ mystery shopper studies.

Winnie is a research expert with over 18 years of experience. She handles clients from all kinds of industries including public utilities, telecommunications, transportation, Fast Moving Consumer Good (FMCG), the insurance and finance sector, the pharmaceutical industry, retail and statutory bodies. She has vast experience of designing local or cross-country research projects; specifically projects relating to customer and employee satisfaction and loyalty, mystery shopping, new product launches and brand building. Prior to joining The Nielsen Company, she worked for Taylor Nelson Sofres.

Winnie holds a Bachelor degree of Social Science from the Chinese University of Hong Kong, major in Psychology and minor in Sociology.

   
   
Yim Lok-Kui
Head of North Asia
Deutsche Bank Private Wealth Management

Yim Lok-Kui is the Head of North Asia for Deutsche Bank Private Wealth Management (PWM). He was appointed to this position in July 2009. He joined PWM in 2007 where he held the role of Head of Investment Solutions in North Asia. He also performed a dual role as Head of Business Management.

A member of the Executive and Management Committees in PWM Asia, Mr. Yim sets and oversees the strategic direction of a team comprising over 220 people servicing the needs of high net worth clients in North Asia. He is based in Hong Kong.

Prior to joining Deutsche Bank in 2007, Mr. Yim worked for Citigroup for 11 years. He has held various senior positions in their wealth management and investment bank divisions in London, Switzerland and Hong Kong.

Mr. Yim graduated with a Masters Degree in Classics from Gonville and Caius College, Cambridge University.

   
   
Eddie Yue
Deputy Chief Executive
Hong Kong Monetary Authority

Eddie Yue is responsible for reserves management, external affairs and corporate services. Mr Yue began his career as an Administrative Officer in the Hong Kong Government in 1986. He joined the HKMA in 1993 as a Senior Manager, and was subsequently promoted to Division Head in 1994. He has worked in a number of divisions, including Monetary Management, External Relations, and Banking Development, and has served as Administrative Assistant to the Chief Executive of the HKMA. Mr Yue was appointed Executive Director in 2001 and to his present position in September 2007.

Mr Yue is educated in the Chinese University of Hong Kong and the Harvard Business School.
