e-banking - Regulatory & Security Perspectives

Financial institutions have evolved in recent years to offer a multichannel experience, enabling customers to interact with their bank in a variety of channels.  As customers are becoming more and more comfortable with using mobile and internet channels for banking services, ongoing innovation is fast becoming one of the most important prerequisites for the success of financial institutions.  Whilst banks must continue to renew themselves given the rapid pace of advancement of technology, security remains a top concern for banks in order to protect the customer information, transactions and data.

At this HKIB Luncheon series, our keynote speaker Mr. Brian Lee, Head of Operational, Technology and Treasury Risks Division, Banking Supervision Department of Hong Kong Monetary Authority will outline the key changes in the new Supervisory Policy Manual (SPM) on e-banking that will be issued soon by the HKMA.  Mr. Michael Leung, Chief Information & Operations Officer of China CITIC Bank International (and chairman of the Hong Kong Computer Society) will look at the latest mobile initiatives (such as mobile payment) of banks and non-bank players.  Representative from IBM will look at how the industry should leverage on optimized IT security initiatives to help achieving regulatory compliance while transforming the business to reap the benefits of digital technology.

Brian Lee
Head of Operational, Technology and Treasury Risks Division

Hong Kong Monetary Authority

Mr. Brian Lee is the Head of Operational, Technology and Treasury Risks Division under the Banking Supervision Department of the Hong Kong Monetary Authority (HKMA). He is in charge of all supervisory matters related to operational and technology risks and treasury activities of banks in Hong Kong, as well as the formulation of supervisory approach and guidance in relation to those risks and activities. Before taking up his present role in 2013, Mr. Lee was the Chief Representative of the New York Representative Office and had worked in various functional areas including prudential supervision, contingency planning for banking stability and establishing the Real Time Gross Settlement System in Hong Kong. During 1996 to 1997, he was seconded to the Hong Kong Mortgage Corporation Limited as the head of operations department. Prior to joining the HKMA in 1994, Mr. Lee was a senior consultant of a global management consultancy firm.

Mr. Lee is a Fellow Member of the Hong Kong Institute of Certified Public Accountants. He obtained a Master Degree of Applied Finance in Macquarie University, Australia and a Master Degree of Information Engineering in the Chinese University of Hong Kong. He also received a Bachelor of Science Degree in Computer Studies in the University of Hong Kong.

   
Michael Leung
Chief Information and Operations Officer

Michael Leung was appointed Chief Information & Operations Officer of China CITIC Bank International in December 2013. In this capacity, he manages the Bank's information technology and operations towards enhancing service quality and operational efficiency, and at the same time serves as a key member of the Bank's Management Committee looking after a wide range of functions.

Michael is a Fellow and President of the HK Computer Society, a Fellow of the HK Institute of Directors, an Exco Member of the HK Institute of Bankers, Chair of the IS Departmental Advisory Committee of CityU, Exco Member of the HK Down Syndrome Association and Chairman of its Finance Committee. Separately, Michael has chaired many QF accreditation panels for the HKCAAVQ in the past years.

   
James Darwin
Security Technology Leader, Asia Pacific
IBM Security, Lab Services

James Darwin, an Executive IT Specialist within the IBM Security Systems, is the Security Technology Leader (Lab Services CTO Office) for the extended Asia Pacific region.

After completing an honours degree in computer science from the University of Queensland, James started his IT career as a software developer for a high-speed communication card and device vendor. Since the WWW revolution of the late 90's James has been at the forefront internet security; designing, building and implementing security solutions across the globe. He has been based in Tokyo and London, working extensively throughout Asia and Europe, and across multiple industry sectors such as Government, Banking and Finance, Telecommunications, Retail etc.

He now resides in Brisbane, Australia, and has most recently been consulting to clients in Asia around the emerging and changing world of Cyber Security in the Financial industry. James is certified as an Open Group Distinguished IT Specialist, ITIL v3 Foundation certified and a CISSP (ISC)2 for over ten years.
