Ms Katherine Ng

Chairman, HKSI Institute, and
Managing Director, Head of Policy and Secretariat Services, Listing Department, Hong Kong Exchanges and Clearing Limited

Ms Katherine Ng joined Hong Kong Exchanges and Clearing Limited (“HKEX”) in 2013 as Head of Policy Team of the Listing Department. Prior to that, Ms Ng served as Political Assistant to the Secretary for Financial Services and the Treasury of the Hong Kong Government. Before joining the Government, Ms Ng worked in an international investment bank and was in private practice with an international law firm in Hong Kong and London. Ms Ng holds a Master of Arts in Law from Trinity College, University of Cambridge and is a qualified lawyer in both Hong Kong and England & Wales. Ms Ng is the Chairman of Hong Kong Securities and Investment Institute since December 2018. She is an Advisor to Our Hong Kong Foundation, a Director of the World Wide Fund for Nature Hong Kong and a fellow of the Aspen Institute.

The Honourable Paul Chan Mo-po

Financial Secretary
The Government of the Hong Kong Special Administrative Region

Mr Chan is a Certified Public Accountant. He is a former President of the Hong Kong Institute of Certified Public Accountants and a former Chairman of The Association of Chartered Certified Accountants, Hong Kong.

Before joining the Government, Mr Chan held a number of public service positions including member of the Legislative Council; Chairman of Legal Aid Services Council; Board Member of the West Kowloon Cultural District Authority; non-official member of the Strategic Development Commission and Council Member of the Chinese University of Hong Kong.

Mr Chan served as Secretary for Development of the Hong Kong Special Administrative Region Government from July 2012 to January 2017. He was appointed Financial Secretary on 16 January, 2017.


 
 
 

Mr Ashley Alder

Chief Executive Officer, Securities and Futures Commission, and
Chairman of the Board, International Organization of Securities Commissions

Ashley is the Chief Executive Officer of the Securities and Futures Commission (SFC) of Hong Kong. He was first appointed in October 2011, and is now serving his third three-year term as CEO. In May 2016, Ashley was elected as Chair of the Board of the International Organization of Securities Commissions (IOSCO), and was re-elected for a further two-year term in May 2018.

Ashley was previously Chair of the IOSCO Asia-Pacific regional Committee and Vice Chair of the IOSCO Board. Ashley has represented IOSCO as a member of the Financial Stability Board Steering Committee and Plenary since his election as IOSCO Board Chair.

Ashley started his career as a lawyer in London in 1984. He moved to Hong Kong in 1989 with the international law firm Herbert Smith, practicing corporate and business law. He was Executive Director of Corporate Finance at the SFC from 2001 to 2004, before returning to Herbert Smith, where he became head of the firm’s Asia Region.

Mr David Hsu

Hong Kong Country Compliance Officer and Greater China Compliance Head
Citi

David Hsu has been the Citi Country Compliance Officer since 2010, He manages the compliance functions for Hong Kong and is the primary contact for regulators and for corporate governance matters. David became the Greater China Compliance Head in 2013, with added oversight to China and Taiwan, in addition to his current responsibilities.

Prior to assuming his current role, David was the Compliance Director managing the AML function for Asia Pacific, providing guidance to countries and businesses to comply with AML regulations and Citi policies & procedures. His other senior compliance roles included being Head of Compliance & Control for Consumer Bank, Compliance Training Director for Asia Pacific, Control Room Head for Asia Pacific and Compliance Head for Corporate Banking. David is also active in providing AML training to regulators and law enforcement in Asia Pacific over the years.

David has been in Citi for 21 years and holds a Bachelor’s Degree from University of Western Ontario and Master’s Degree from York University.


 
 
 

Mr Sebastian Dovey

Sebastian Dovey is a successful entrepreneur, board member, thought leader, and angel investor in the fields of global wealth management, consumer insight, scale-up companies and business management. Seb was the co-founder in 1998 of Scorpio Partnership, an award-winning global management consultancy, strategic research and insight data business focused on wealth management. This was acquired by Aon PLC in 2014 and Seb exited in October 2017. Seb is now a Non-Executive Director of Milamber Ventures PLC, FiComm LLC, F2 Strategy LLC and The Entrepreneur Investment Office Limited. Other board related roles include advisory board member for MoneyHub, LSE Generate and advisor director of the investment bank Silver Lane|Raymond James). Seb’s expertise spans 25 years of developing high impact commercial strategies for private banks, global banks, asset managers, family offices, technology firms, service providers, aggregators and start-up initiatives in 35 countries. Mr. Dovey is the 2018 winner of the Wealth Briefing Thought Leader of the Year award and he is Thought Leader-In-Residence for Fitch Learning worldwide. Seb holds a first-class BA (Hons.) degree from University College London and was awarded an MSc (Econ.) with distinction from the LSE.


 
 
 

Mr Eric Sum

Eric was appointed as Chief Executive Officer of Fusion Bank in August 2018.

Since joining the company, Eric has been actively involved in the preparation of Fusion’s business, managing the development of the Bank’s system architecture, risk management system, as well as product and user experience design, etc.

Eric has 30 years of experience in banking and financial management. Prior to joining Fusion, Eric was with PricewaterhouseCoopers. Eric joined Lloyds Banking Group Asia in 1996, responsible for managing and operating Lloyds Banking Group’s presence in the Asia Pacific region.

Fusion Bank is a virtual bank operator in Hong Kong and was granted its virtual banking license by the Hong Kong Monetary Authority (HKMA) in 2019. A joint venture between Tencent Holdings Limited, Industrial and Commercial Bank of China (Asia) Limited, Hong Kong Exchanges and Clearing Limited, Hillhouse Capital and renowned Hong Kong entrepreneur Mr. Adrian Cheng (invested via investment entity – Perfect Ridge Limited), Fusion Bank aims to promote financial inclusion for retail customers and small SMEs, and to provide customers with efficient, innovative and secure virtual banking and financial services. Mr Henri Arslanian

Global Crypto Leader and Asia FinTech Leader

Henri Arslanian is the PwC Global Crypto Leader and Asia FinTech Leader, the Chairman of the FinTech Association of Hong Kong and an Adjunct Associate Professor at the University of Hong Kong where he teaches the first FinTech university course in Asia.

With over 500,000 LinkedIn followers, Henri is a TEDx and global keynote speaker, a best-selling published author and is regularly featured in global media including Bloomberg, CNBC, CNN, The Wall Street Journal and the Financial Times.

Henri was named by LinkedIn as one of the global Top Voices in Economy & Finance and is the host of the FinTechCapsules™ and CryptoCapsules™ social media series. Chambers Global recent named Henri the “highest profile FinTech consultant in Hong Kong” and Asian Private Banker awarded him the “FinTech Changemaker of the Year” award.

Henri’s latest book “The Future of Finance: The Impact of FinTech, AI and Crypto on Financial Services” published by Palgrave Macmillan, was ranked as one of Amazon’s global top 10 best-sellers in financial services and was recognized as one of the “Best FinTech Books of All Time” by Bookauthority.

Before joining PwC, Henri was with a FinTech start-up and previously spent many years with UBS Investment Bank in Hong Kong. Henri started his career as a financial markets and funds lawyer in Canada and Hong Kong.


 
 
 

Ms Leung Fung Yee, Julia

Deputy Chief Executive Officer and Executive Director, Intermediaries
Securities and Futures Commission

Ms Leung is a member of the Securities and Futures Commission (SFC). She is the Deputy Chief Executive Officer and an Executive Director with responsibility for the Intermediaries Division, which comprises the Intermediaries Supervision and Licensing departments. That Division is primarily responsible for administering licensing requirements and conducting ongoing supervision of licensed corporations with a focus on their business conduct and financial soundness.

Prior to joining the SFC, Ms Leung was the Under Secretary for Financial Services and the Treasury from August 2008 to December 2013 and worked with the Hong Kong Monetary Authority (HKMA) for 14 years.

Ms Leung graduated from The Chinese University of Hong Kong and earned a master's degree from Columbia University in the City of New York. She authored a book on how Asia surmounted various financial crises.

Ms Leung chairs the Academic and Accreditation Advisory Committee and the Fintech Advisory Group. She also sits on the Investment Committee, the SFC (HKEC Listing) Committee, the Budget Committee and the Executive Committee.


 
 
 

Mr Clement Cheung

Chief Executive Officer
Insurance Authority

Mr Cheung has been the Chief Executive Officer of the Insurance Authority since 15 August 2018. He joined the Administrative Service in 1983 and was involved in the formulation and implementation of various government policies. Key positions held by Mr Cheung have included Director of the Hong Kong Economic and Trade Office in Singapore from 1998 to 2001, taking charge of ASEAN affairs and coping with the impact of the Asian Financial Crisis; Commissioner of Insurance from 2006 to 2009, responsible for prudential regulation of authorized insurers during the global financial crisis; Postmaster General from 2009 to 2011, making notable achievements in corporate structuring and business development; Commissioner of Customs and Excise in September 2011, combatting smuggling activities, interdicting drug trafficking, protecting intellectual property rights and safeguarding consumer interests. He became Secretary for the Civil Service in July 2015 before proceeding on retirement in July 2017.


 
 
 

Ms Alice Law

Ms Alice Law is the Deputy Chairman and Managing Director of the Mandatory Provident Fund Schemes Authority (MPFA). Ms. Law is a Senior Fellow of the Hong Kong Securities and Investment Institute, Member of Global Future Council on the Future of Financial & Monetary Systems of World Economic Forum and Member of Council of Advisors for Applied Research of the Hong Kong Institute for Monetary and Financial Research of the Academy of Finance.

She was Chief Operating Officer and Executive Director of MPFA from 2012-18. She held Director to Senior Director positions at Securities and Futures Commission with last position as Senior Director (Policy, China & Investment Products). She was a partner in a Hong Kong law firm before joining the public sector in 1998.


 
 
 

Ms Ka Shi Lau

Ka Shi Lau is the Managing Director & CEO of BCT Group - comprising BCT Financial Limited (“BCTF”) and Bank Consortium Trust Company Limited (“BCTC”), a key provider of MPF/ORSO products and best-in-class asset servicing for investment funds and pensions with BCTC being one of the largest trust companies in Hong Kong.

Graduated from Cornell University in the US with an MBA, Ka Shi possesses extensive banking and finance experience in the pension and funds industry, and she is a strong advocate of corporate governance (including ESG), retirement protection, social inclusion and diversity, and health care through active participation in government consultations and industry dialogues. For her dedicated public and community service in Hong Kong, Ka Shi was awarded the Bronze Bauhinia Star (BBS) by the HKSAR Government in 2013.

Apart from her current role as Vice Chairman of Hong Kong Trustees’ Association, she serves on various statutory and professional bodies including Hong Kong Securities and Investment Institute, MPFA, SFC, Hong Kong Retirement Schemes Association, Hong Kong Institute of Certified Public Accountants, Investor and Financial Education Council and Asian Corporate Governance Association. Her public service roles include the Pamela Youde Nethersole Eastern Hospital, and Our Hong Kong Foundation while her previous public services include the Minimum Wage Commission, Hospital Authority, Women’s Commission, Financial Services Development Council and Trade Development Council.


 
 
 

Dr Tony Tan

Dr Tony Tan, CFA is Senior Head of Ethics Education and Professional Standards at CFA Institute. He is responsible for leading the organisation’s efforts is setting the conduct expectations of members and the industry. Dr Tan has over 30 years of experience in the industry in areas of capital markets, risk management and treasury matters. He also taught in the areas of ethics and corporate governance in leading universities. Dr Tan received his doctorate from the University of Western Australia, holds a Master of Research degree from the same university, and a Master of Science in financial economics from the University of London. Mr Phil Tye

Phil is a financial services professional with twenty years’ experience in the investment banking and hedge fund management industries in the Asian markets. Phil established HFL Advisors Limited as a governance and sound practice advisory platform based in Hong Kong. Phil is a director and advisor to various hedge funds and hedge fund managers in the Asia Pacific region. Phil launched DragonBack Capital in March 2007 where he was responsible for all non-trading aspects of the hedge fund business, with particular oversight over risk control, compliance, operations, financial control and IT.

Phil has lived in Hong Kong for 24 years and has held various senior roles:

  • Phil was CFO and Director for PMA Investment Advisors
  • He was also a Director at Credit Suisse
  • Phil has also worked at KPMG focusing on banking and securities companies across the region.

As well as his involvement with hedge funds, Philip is an independent non-executive director of HSBC Institutional Trust Services (Asia) Ltd. He is also Independent Non-Exec Chair of Simble Solutions Limited (ASX: SIS).

Phil is a member of the Listing Committee of the Hong Kong Stock Exchange and also sits on the SFC Public Shareholders Group and the SFC (HKEC Listing) Committee.

He is a Senior Fellow Member and Director of The Hong Kong Securities and Investment Institute and a Fellow Member of The Hong Kong Institute of Directors. Phil holds a Bachelor of Science degree from the University of Essex and is a Member of the Institute of Chartered Accountants in England & Wales.
