The Hon Matthew Cheung Kin-chung, GBM, GBS, JP Chief Secretary for Administration
The Government of the Hong Kong Special Administrative Region

Aged 67. Mr Cheung has been Chief Secretary for Administration since January 2017.

He joined the Hong Kong Government as an Information Officer in July 1972. He transferred to the Administrative Service in September 1979 and was promoted to Administrative Officer Staff Grade A1 in September 2004. He had served in various policy bureaux and departments, including the former Finance Branch, the Home Affairs Department, the former City and New Territories Administration, the former Government House, the former Industry Department, the former Trade Department, the Financial Secretary’s Office, the Judiciary and the Central Policy Unit. He became Commissioner for Labour in January 1999, the Director of Education in June 2000 and Permanent Secretary for Economic Development and Labour in July 2002. He was Secretary for Labour and Welfare from July 2007 to January 2017.

The Government of the Hong Kong Special Administrative Region

Dr Law Chi-kwong was appointed as the Secretary for Labour and Welfare on 1 July 2017.

Between 1981 and 2017, Dr Law taught in the Department of Social Work (later renamed Department of Social Work and Social Administration) of the University of Hong Kong. He was the Head of the Department from 1993 to 1997 and was associate professor before he joined the Government. Dr Law was a Member of the Legislative Council from 1995 to 1997 and from 1998 to 2004. Just before joining the Government, he also held a number of public offices, including Chairman of the Community Care Fund Task Force, member of the Commission on Poverty, member of the Commission on Strategic Development and member of the Statistics Advisory Board.

Janet Li Chairman, Hong Kong Retirement Schemes Association, and
Asia Wealth Business Leader, Mercer

Janet Li, CFA, is the Asia Wealth Business Leader at Mercer. She oversees and is responsible for Mercer’s Wealth (Investment and Retirement) Business in Asia. In her role, she leads and drives business strategy as well as managing the team across Asia.

Janet has vast experience working with institutional clients (sovereigns, pension, insurance, corporate and wealth management). Her experience also spans across a wide range of investment services (asset liability review and strategy, portfolio construction, manager review, selection and monitoring, investment governance and transformation, discretionary management, member communication and education and related tools’ developments) and a diverse range of asset classes (public equities and fixed income, private equities, illiquid credit, real estate and infrastructure).

Before joining Mercer, Janet was the Director of Investments, Greater China at Willis Towers Watson where she was also a core member of the Asia leadership team.

Janet is the Chairman of the Executive Committee, a Member of the Members Communication Sub-committee and a Member of the Business Strategy Sub-committee of the Hong Kong Retirement Schemes Association (“HKRSA”). She has been a delegate and a supporter to the annual Cross Straits Pension Forum (this year is the 10th anniversary), which the HKRSA has been one of the key organizers, for the past 8 years. Janet is also a Management Committee Member and a member of the Research and Development Sub-committee of the Taiwan Pension Fund Association and an Advisory Committee Member of the FTSE Taiwan Index Committee.

Janet graduated with Bachelor Degree of Economics and Finance from The University of Hong Kong and is a Chartered Financial Analyst.

Professor Jennifer Wang Distinguished Professor and Vice President
National Cheng-Chi University

Professor Jennifer Wang is the Distinguished Professor and Vice President at National Cheng-Chi University. She is the Director of Center for Industry Collaboration and Innovation at National Cheng-Chi University. She is the chairman of Fintech Research Center at National Cheng-Chi University. She is also the current President of Pension Funds Association in Taiwan. For the past three years, she has served as the Chairperson of the Financial Supervisory Commission in Taiwan. Professor Wang was also elected as a board member of both the American Risk and Insurance Association and the Asia-Pacific Risk and Insurance Association. She was also the president of Taiwan Risk and Insurance Association (TRIA). With extensive research in the risk management for insurance companies and pension fund management, professor Wang has served for years as the board of director and consultant for many life insurance companies and as the board member to various committees in major pension funds, including National Annuity Insurance Fund, Labor Insurance Fund, and Public Service Pension Fund in Taiwan. Her main area of research interest includes risk management and insurance, longevity risk and pension, financial market, Fintech, retirement planning and annuity market, especially in the asset liability management issues for pension fund and insurance companies.


 
 
Professor Chan Kin Sun Assistant Professor of Public Administration

Dr. Chan is the Assistant Professor of Public Administration at the University of Macau. He is the current Chairman of the Macau Social Security Society, Research Fellow with the Hong Kong Jockey Club Centre for Suicide Research (HKU) and Sao Po Centre on Ageing (HKU). He is also holding leading posts in various think tank and policy organizations in Macau, including the Vice-Chairman of Macau Wisdom Convergence, Vice-Chairman of Social Studies Think Tank, Vice-Chairman of Macau Public Administration Society and Academic Advisor of Smoking Abstention and Good Health Association. Dr. Hong-Chih Huang Professor and chairperson of the department of Risk Management and Insurance
National Chengchi University

Dr. Hong-Chih is the professor and chairperson of the department of Risk Management and Insurance at the National Chengchi University in Taiwan. He received his Ph.D. in actuarial mathematics at Heriot-Watt University in U.K. and his master degree in actuarial science at University of Iowa in the U.S. His research interests cover asset liability management, asset allocation, pricing and risk management for insurance and pension, mortality modeling, and longevity risk. His research appears in Insurance Mathematics and Economics, Journal of Risk and Insurance, Scandinavian Actuarial Journa and The Geneva Papers on Risk and Insurance. In addition to academic experience, Dr. Huang shares his knowledge with many actuarial practices, the reviewer of life insurance products for Taiwan Insurance Bureau of Financial Supervisory Commission; the Risk Management Committee member of Taiwan Post Office Company; the Consultant Member of Management Bord for Taiwan Public Service Pension Fund.

Ka Shi Lau, BBS Forum Convenor of “Cross Straits Pension Forum” & Executive Committee Member, Hong Kong Retirement Schemes Association, and

Ms. Ka Shi Lau is the Managing Director & CEO of BCT Group (comprising BCT Financial Limited (“BCTF”) and Bank Consortium Trust Company Limited (“BCTC”)), a key provider of MPF/ORSO products and best-in-class asset servicing for investment funds and pensions with BCTC being one of the largest trust companies in Hong Kong.

Graduated from Cornell University (USA) with an MBA, she possesses extensive banking and finance experience in the pension and funds industry. She is a strong advocate of corporate governance (including ESG), retirement protection, social inclusion & diversity, and health care through active participation in government consultations and industry dialogues.

The first Cross Straits Pension Forum was held in 2009 to provide a platform for experience and knowledge sharing on retirement protection among government officials, experts and academia, with Ka Shi being the Forum Convenor. Apart from her current roles at the HKRSA, she serves on various statutory and professional bodies including MPFA, SFC, Hong Kong Trustees’ Association, Asian Corporate Governance Association, Investor Education Centre, Independent Commission (on remuneration of ExCo; LegCo and officials under political appointment system), and Our Hong Kong Foundation’s “Business for Social Good” Platform. Her previous public roles include Minimum Wage Commission, Women’s Commission and Hospital Authority.

Li Daobin Director and CEO

Mr. Li is the Director and CEO at Bank of China Investment Management. He holds a degree of Doctor of Law from Tsinghua University, EMBA from CEIBS and Visiting Scholar of University of Chicago. He has been serving as the Vice General Manager of Harvest Fund Management and Vice-Chairman of Asset Management Association of China. Mr. Li has been serving in the fund industry for over 18 years with 14 years as senior executive. Upon joining the BOC Investment Management, he has established an experienced and excellent professional investment research team to focus on building investment capabilities in the areas of equity, fixed income and absolute income. Under his leadership, BOC Investment Management took advantage of the Group to achieve rapid development. Vivian Tang Head of Distribution, North Asia
First State Investments

Vivian Tang is Head of Distribution, North Asia for First State Investments (‘FSI’).

In her role, Vivian is responsible for leading the business development and driving the client business strategy in the North Asia.

Vivian has over 17 years of experience in asset management business. Prior to FSI, she was the Director, Distribution, for Credit Suisse Asset Management, where she was responsible for the strategic planning, distribution activity and client relationships with institutional investors, private banks and third party distributors in the Greater China region. Prior to Credit Suisse, Vivian was a Senior Investment Specialist at INVESCO, focusing on Asia ex Japan equities. Vivian started her career at HSBC Asset Management as a Global Graduate trainee and was promoted as the Head of Portfolio Management Unit of the Asia ex Japan Equities team, leading their portfolio construction and asset allocation functions.

Vivian holds a Bachelor of Finance degree (First Class Honour) from the University of Hong Kong and is a CFA charterholder.

Ming-hua Hsieh is the vice chairs of Fintech Research center, Risk and Insurance Research Center and Research Center on the Sustainable Development of Insurance Industries at National Chengchi University, Taiwan. He also serves an independent director of TransGlobe life in Taiwan. He lectures and lectured in business schools of National Chengchi University, National Taiwan university and Sun-Yat Sun University. He leaded a few research projects related to the regulation of financial institutions. He received his B.S. and M.S. in Computer Science from National Taiwan University and his M.S. in Statistics and Ph. D. in Operations Research from Stanford University. From 1997 to 1999, he was a software designer at Hewlett Packard Company, California. His interests include blockchain, machine learning, big data analytics, Monte Carlo simulation and risk management.

Ms Ginni Wong is currently the Head (Supervision) of Supervision Division of the Mandatory Provident Fund Schemes Authority (MPFA). Ms Wong is mainly responsible for supervising MPF trustees covering scheme operations, conduct and governance standards.

Prior to joining the MPFA in 2018, Ms Wong was an Associate Director in Intermediaries Supervision Division of the Hong Kong Securities and Futures Commission. Ms Wong has over 17 years of experience in prudential and conduct supervision of various types of financial intermediaries covering securities and futures brokers, financial advisors and global investment banks in Hong Kong. Ms Wong also possesses regulatory compliance experience from previously working in the compliance function of an European bank and HKEx.


 
Pat-Nie Woo Partner, Business Reporting and Sustainability
KPMG

Pat is a Partner of Business Reporting and Sustainability at KPMG who oversees Corporate Social Responsibility as well as being a core member of the KPMG China Steering Committee on Climate Change & Sustainability (“CC&S”). He is also a member of the KPMG Global CC&S network.

He has been active for over 10 years in the field of sustainable development. In his previous capacity as a director at Central Textiles, through his leadership Central Textiles was the first textile company in Asia to issue a Sustainability Report under the Global Reporting Initiatives (“GRI”) Guidelines in 2008. The report subsequently received an award from the Association of Chartered Certified Accountants (“ACCA”).

Through his initiatives Central Textiles subsequently won the Gold Award for the Hang Seng Pearl River Delta Environmental Award in 2012 and the Hong Kong Award for Environmental Excellence (“HKAEE”) – Manufacturing Sector in 2013. He also helped KPMG win the HKAEE Silver Award – Service and Trading Sector in 2017.

For his contribution to the textile industry with regards to sustainability, Pat received the Young Industrialist of the Year award from the Federation of Hong Kong Industries in 2009.


 
Helen Leung Managing Director, Head of Greater China Institutional
Investec Asset Management

Helen is managing director, head of Greater China Institutional at Investec Asset Management, responsible for the firm’s institutional business development in the region.

Helen joined the firm from Neuberger Berman, where she was head of North Asia Business Development. Prior to that, Helen was senior vice president, head of North Asia business development at Lehman Brothers Asset Management. She has extensive experience at Hong Kong and regional banks, including Citigroup, Deutsche Bank and Standard Chartered Bank. Helen is actively involved in financial industry education and serves on several finance and investment school and educational committees. She is an advisory board chairperson of a Hong Kong university finance degree program and a member of the Education & Development Committee of Hong Kong Securities and Investment Institute.

Helen holds a Bachelor of Arts degree in Business Studies and a Master of Science in Financial Management. She completed the Executive Leadership Program in Global Finance from the Institute of Global Economics and Finance at the Chinese University of Hong Kong as well as the Leadership in Financial Organizations Program at Harvard Business School.


 
Edmond Lau Ying-pan Executive Director and Chief Executive Officer
HKMC Annuity Limited

Mr Lau was appointed as the Executive Director and Chief Executive Officer of HKMC Annuity Limited in September 2017, to be responsible for the launching of a life annuity scheme in order to strengthen the retirement protection for the elderly. Prior to this, Mr Lau joined the Hong Kong Monetary Authority (HKMA) in 1997. From 2007 to 2013, Mr Lau was appointed as the Executive Director of the HKMA and Hong Kong Note Printing Limited, to be responsible for Monetary and Financial Stability Policy, as well as the development of the financial market. During the same period, Mr Lau was also a member of the Risk Management Committee of Hong Kong Exchanges and Clearing Limited to help monitor risk in the securities market. Meanwhile, Mr Lau was a member of the Executive Board of the Treasury Markets Association which aimed to promote the ethical conduct and professional competence of treasury market practitioners.

Prior to his career in financial management, Mr Lau worked as an Administrative Officer, HKG since 1986 and had taken part in district administration, land and town planning, etc. Before his resignation in 1997, Mr Lau was the Principle Assistant Secretary for the Constitutional Affairs to assist in the handling of the Hong Kong’s handover.

Mr Lau graduated from the University of Hong Kong (HKU) with a Bachelor Degree in Social Science (Economics) in 1986, and he completed a public administration program offered to Administrative Officer, HKG by the University of Oxford in 1990. Thereafter in 2016, he obtained a Master Degree in Social Work from the HKU and subsequently joined Stewards as the Chief Executive until September 2017.

Wilton Kee is Vice President and Chief Product Officer, Individual Financial Products, Manulife (International) Limited. As a member of Manulife Hong Kong’s senior management team, he is responsible for heading up marketing actuarial, product development and finance and management information system function for the individual financial products business, in which he plays an active part in its overall strategy and direction.

Mr. Kee joined Manulife in 2013 as Assistant Vice President & Pricing Officer, Individual Financial Products, Hong Kong, overseeing its marketing actuarial functions.

As a key driver in the revitalization of its Hong Kong product portfolio, Mr. Kee has revamped Manulife’s products substantially, making them more customer-focused, competitive and timely to market over the last few years. On top of this, he has been instrumental in helping the company build new bancassurance business by developing unique customer solutions for the clients of some of the leading banks in Hong Kong.

Mr. Kee also has solid experience in actuarial pricing, financial reporting and risk management, both in Hong Kong and Japan. He spent the earlier part of his career in the Asia regional office of a leading international insurance group.

He holds a Bachelor of Science degree in Actuarial Science from the University of Hong Kong and is a Fellow of the Society of Actuaries (FSA) of the United States. He has also attained the Financial Risk Manager (FRM) designation issued by the Global Association of Risk Professionals and holds a Certificate in Quantitative Finance (CQF).


 
Ricky Chau Vice President, Portfolio Manager
Franklin Templeton Multi-Asset Solutions, Hong Kong

Ricky Chau is a vice president and portfolio manager for Franklin Templeton Multi-Asset Solutions responsible for portfolio management and product solutions within Asia. He works closely with different functional units and investment offices to help deliver solution-style fund products that meet the income and total return needs of Asian investors, through both strategic & tactical asset allocation and manager & strategy selection research. Mr. Chau is also a member of the FTMAS Investment & Research Committee.

Mr. Chau joined Franklin Templeton Investments in 2016 and has 17 years of financial experience. Before joining Franklin Templeton, he held various multi-asset roles covering portfolio management, portfolio construction, investment research, and advisory in various companies such as Manulife Asset Management, AXA Investment Managers, and UBS AG. Mr. Chau has lived and worked in Hong Kong, Singapore and Canada.

Mr. Chau holds a B.A. in economics from the University of British Columbia and an M.B.A. from the Heriot-Watt University at Edinburgh. He also holds a Chartered Investment Manager (CIM) charter from the Canadian Securities Institute.


 
Vanessa Wang, FSA Managing Director, Head of lnstitutional Business, North Asia
Amundi Hong Kong Limited

Vanessa Wang joins as a Managing Director in Amundi Hong Kong Limited, the North Asia Regional Headquarter of Amundi Asset Management, the largest European Asset Manager with over $1.7 trillion AUM. Based in Hong Kong, Vanessa leads the Sales and Marketing teams and works with Client Servicing team to provide investment solutions to Central Banks, Sovereign Wealth Funds, Pension Funds and Corporates, and is responsible for lnstitutional Business for North Asia region.

Prior to joining Amundi, Vanessa was a Managing Director and Asia Pacific Head of Pensions in Citigroup since 2010, working across various Citi Markets and Securities Services teams to advance pension fund investments and solutions. Vanessa was one of the 50 Citiwomen selected globally for Women Leading Citi program 2014-2015.

Vanessa has over 20 years of experience in pension advisory in US and in Asia Pacific. Prior to joining Citi, Vanessa was a Partner and Asia Head of the Retirement, Risk and Finance business in Mercer.

Vanessa was also elected as a Chairwoman of The Hong Kong Retirement Schemes Association in 2017-2018. She currently services as a Director and EXCO member of the Association.

Professor, PhD Instructor and Academic Committee Member of Northwest University (China)

Prof. Xi is currently the Executive Director of China Social Insurance Association, Professor, PhD Instructor and Academic Committee Member of Northwest University (China). He is the former Dean of School of Public Administration of Northwest University. He is also holding the position of Chief Expert of the Key Research Project of Philosophy and Social Science Research of the Ministry of Education, Member of the Teaching Steering Committee of the Public Administration Discipline of the Ministry of Education, Chairman of the Expert Committee of the Shaanxi Provincial Disaster Reduction Committee、Deputy Head of Shaanxi Provincial Emergency Management Expert Group and Member of the Shaanxi Provincial and Xi'an Municipal Government Decision Advisory Committee. He is also selected as one of the “four batches” of talents in Shaanxi Province and “Chutian Scholars” in Hubei Province. Prof. Xi has conducted more than 30 major scientific research projects at the national, provincial and ministerial levels and has published more than 10 academic works and more than 100 research papers. A number of academic research reports and decision-making consultation reports completed by Mr. Xi have been adopted by the government, and many research results have been awarded provincial and ministerial-level research awards.


 
 
 
 
Christian Lemaire Global Head of Retirement Solutions

Christian Lemaire is the Global Head of Retirement Solutions at Amundi.

More than 25 years of managing experience in finance, corporate & commercial development, strategy and risk management. Previously, for 4 years, Christain was the Global Head of Insurance clients of Amundi where he designed dedicated investment solutions (including new Solvency 2 requirements) for European insurers. Formerly, he held the post of Special Advisor of the Senior Management of Credit Agricole Group. He worked on the strategic repositioning of Asset Management, Private Banking and Real Estate subsidiaries. Before that, he was Director of Finance, Strategy and Risks with the specialised financial services division of the Credit Agricole Group (Consumer Finance, Leasing & Factoring). In particular, he was responsible for Assets & Liabilities Management, supervision of risks, capital requirements, credit and creditor insurances. He was previously Senior Banker in charge of covering European Corporate clients within the Credit Agricole Corporate & Investment Bank (CACIB) advising them on their finance strategy and providing customized solutions. Prior to joining the Credit Agricole Group 15 years ago, he held positions as Chief Financial Officer and Finance Director for a number of large listed companies in Europe and the US.

Christian holds a Master of Engineering (Ecole Centrale Paris) & a MBA (HEC / Wharton) majoring in finance. He is also Professor of Finance at CNAM and Nanterre University in Paris.


 
Elvin Tharm Head of Business Development and Client Relationship, Wealth, Hong Kong
Mercer

Elvin currently leads Business Development and Client Relationship for Mercer Hong Kong’s Wealth business. He is responsible for bringing together Wealth solutions to address investments, pensions and retirement needs. Prior to his current role, he was the Mercer Smart Savings Business Leader responsible for providing voluntary retirement savings platform and solutions to clients in Hong Kong and across Asia.

Prior to joining Mercer, Elvin held several senior positions with Principal Financial Group in Hong Kong, including Chief Operating Officer, Director of Finance and Actuarial, Director of Risk Management, covering the Hong Kong pension (MPF and ORSO) and mutual fund business as well as Principal’s joint-venture asset management businesses across Asia in China, ASEAN and India. Elvin has extensive experience in pension and investments, as well as broad coverage across business strategy, M&A, finance, actuarial, risk management, product development, pricing, operations and compliance.

Elvin is a Fellow of the Society of Actuaries. He graduated from the University of Iowa with a master’s degree in Actuarial Science and the Iowa State University with a bachelor’s degree in Mathematics.


 
Dr. Wong Yu-cheung Associate Professor, Department of Social Work
The Chinese University of Hong Kong

Wong Yu-cheung, Ph.D. is Associate Professor, Department of Social Work at The Chinese University of Hong Kong. He is the Head of Graduate Division at his department. He started teaching and doing research in social work since 1990. He has been directors of several social work training programmes. His major research areas include social security, information technology in social services, and social work education. He teaches social welfare policy, social work research, social service planning and evaluation, and information technology in social services. He is active in conducting consultancy study for various government departments and local NGOs. He is currently advisors and committee members for NGOs and social work training programmes and has taken part in the Qualification Assessment and Review of several local social work training programmes.


 
Dr Sharon S. Yang Distinguished Professor of Department of Finance and The Associate Dean of The School of Management
National Central University (NCU) Taiwan

Dr Sharon S. Yang is a distinguished professor of department of Finance and the associate dean of the school of management at the National Central University (NCU) in Taiwan. She is also the founder of the Center for Industry Collaboration (CIC) at the school of management at NCU and serves as the CEO. Sharon received her Ph.D. in actuarial mathematics at Heriot-Watt University in U.K. and her master degree in actuarial science at University of Iowa in the U.S. Her research interests cover pension fund management and investment, financial product innovation, actuarial science, risk management, asset allocation, ESG Investing. Her research appears in Journal of Risk and Insurance, Insurance Mathematics and Economics, Austin Bulletin, The Geneva Papers on Risk and Insurance and Quantitative Finance, Journal of Futures Markets.

In addition to academic experience, Sharon also serves as the supervisor of the Pension Fund Association, the director of the Financial Engineering Association of Taiwan, the director of the Taiwan Insurance and Risk Association, the advisor of Taiwan Insurance Guarantee Fund, a reviewer of structure notes issued with insurance products for Taiwan Financial Service Roundtable and a member of the discipline committee for Actuarial Institute of Republic of China. She also involves in many government and industry research projects regarding pension fund management, insurance regulation, longevity risk, ESG investing and alternatives assets.

Prof. Zhao is the Professor and Master Instructor of Northwest University, Assistant to the Dean of School of Public Administration, Northwest University, Deputy Director of the Department of Social Security, Zhongying Young Scholar of the Northwest University and Visiting Scholar of Institute of Health Policy, Management and Evaluation, University of Toronto. He is also serving as the writer of SSCI and CSSCI journals such as International Journal for Equity in Health and Insurance Studies. He has conducted more than 20 major scientific research projects in the national, provincial and ministerial level. He has published 6 academic works and served as the Editor-in-chief or co-editing and compiling 6 textbooks. Prof. Zhao has also published more than 50 papers in SSCI and CSSCI journals. A number of his research results have been awarded provincial and ministerial research awards.
