Tsang Chun-wah, John
Financial Secretary
The Government of the Hong Kong Special Administrative Region

Mr. Tsang spent his secondary school years in La Salle College in Hong Kong and Stuyvesant High School in New York City. He pursued his interest in architecture at the Massachusetts Institute of Technology, and went on to receive a Master Degree in Bilingual Education from Boston State College and a Master Degree in Public Administration from Harvard University’s Kennedy School of Government.

Mr. Tsang worked in the Boston Public Schools prior to joining the Hong Kong civil service in November 1982. As a member of the Administrative Service, he served in a number of posts, including Administrative Assistant to the Financial Secretary, Assistant Director-General of Trade and Private Secretary to the Governor.

Mr. Tsang served following reunification in a number of different capacities, including Director General of the London Economic and Trade Office, Commissioner of Customs and Excise, Secretary for Planning and Lands and Permanent Secretary for Housing, Planning and Lands (Planning and Lands).

Mr. Tsang was appointed Secretary for Commerce, Industry and Technology in August 2003. He chaired the successfully concluded World Trade Organization Ministerial Conference in Hong Kong in December 2005. He was appointed Director of the Chief Executive’s Office in January 2006 and has been serving as Financial Secretary since 1 July 2007.

T C Chan

As a career banker, T.C. started with Citibank in Hong Kong as a Management Associate in 1980. He was posted to Japan from 1986 to 1994. In 1994, he returned to Hong Kong to become Country Treasurer and Head of Sales and Trading. In 1997, he became head of Citibank’s Corporate Banking business for Hong Kong. In 1999, he became Citigroup Country Officer for Hong Kong. In 2003, T.C. was posted to Taiwan as Citigroup Country Officer. In 2004, he assumed the additional role of Chief Operating Officer for Greater China. In 2005, he returned from Taiwan to Hong Kong as Citigroup Country Officer for Hong Kong and Head of Corporate and Investment Banking business for Greater China, a position he held until his retirement from Citi in 2007. T.C. worked briefly as Deputy Chief Executive for Bank of China (Hong Kong) in 2008.

Woody Chan

Mr. Woody Chan is Treasurer of China CITIC Bank International Limited. Mr. Chan is responsible for the Bank’s funding and liquidity management as well as to spearhead the development of its global markets and treasury business.

Mr. Chan is a veteran banker with more than 29 years of experience in treasury markets operations. He started his career in the money markets operations of HSBC Hong Kong and later progressed to head its balance sheet management operations in Asia Pacific with functional responsibilities over 18 Asian sites. He was General Manager and Treasurer for Dah Sing Bank in Hong Kong before joining the Bank.

Mr. Chan holds a Bachelor’s Degree in Social Sciences from the University of Hong Kong, and a Master’s Degree in Applied Finance from Macquarie University. He also holds the Chartered Financial Analyst designation.

   
Richard Chu

Richard Chu joined the Hong Kong Monetary Authority (HKMA) in October 1994, and has since assumed responsibilities in various banking supervisory and policy functions within the HKMA.

Mr. Chu is currently a Division Head of the Banking Policy Department, mainly responsible for the development and implementation of supervisory standards for authorized institutions in Hong Kong in relation to capital adequacy, disclosure requirements, corporate governance, etc. He is a member of the Working Group on Capital and the Working Group on Disclosure established by the Basel Committee on Banking Supervision to undertake on-going policy work for Basel 3 implementation.

The solution suite enables financial organizations in Europe, North America and the Asia-Pacific region to holistically measure, monitor and manage regulatory compliance, operational and financial risks across their businesses.

With more than 15 years of experience in the financial services industry, Todd is a foremost expert at helping organizations develop and implement automated strategies for addressing compliance requirements and risk at the enterprise-level. Prior to his current role, Todd led the Wolters Kluwer Financial Services’ Financial Crimes Control and Consumer Compliance business lines. During this time, he worked directly with dozens of the largest financial institutions in the United States as well as with federal financial regulatory agencies to create innovative technology and business process solutions used to manage both compliance and operational risk.

Todd has also advised federal regulatory agencies on changes with the 2000 census demographics, the heavily revised 2003 U.S. Office of Management and Budget, Metropolitan Division/metropolitan statistical area definitions and the impact of both on Community Reinvestment Act, Home Mortgage Disclosure Act and fair lending requirements.

   
Arjan De Boer

Arjan De Boer is the Head of Private Bank for North Asia and is based in Hong Kong. In his role, he is responsible for the Private Banking business in the region including driving the development of new geographies and client segments. He joined ANZ in June 2013.

Arjan has had 14 years of experience within ABN AMRO Private Banking of which more than 7 years has been in Asia. He started his financial career with the Hollandsche Bank Unie (HBU), serving Private, Corporate and Institutional clients within a dealing room environment and later on became Head of Treasury & Special Products Private Clients within the Netherlands.

In early 2006, Arjan relocated to Singapore to take up the position of Regional Head of Treasury & Special Products for Private Banking, Asia with ABN AMRO. With his understanding of the needs of Asian clients, Arjan moved to Hong Kong in April 2010 and was appointed as Head of Private Banking for North Asia. Following this, he was appointed Head of North Asia at ANZ Private Bank.

Arjan graduated with a Master of Science degree in Business Economics from Nyenrode University, the Netherlands Business School.

   
Anita Fung

Anita Fung is Chief Executive Officer, Hong Kong for The Hongkong and Shanghai Banking Corporation Limited. Ms. Fung also holds the positions of Chairman and Director of HSBC Global Asset Management (Hong Kong), Non-Executive Director of HSBC Bank (China) Company Limited, Non-Executive Director of Bank of Communications Co., Ltd. in mainland China and Non-Executive Director of Hang Seng Bank Limited.

She joined HSBC Treasury and Capital Markets as Head of HKD Bond Markets in 1996 and was made Head of Trading for Asia-Pacific in 2001. Ms. Fung was named Treasurer and Head of Global Markets Asia-Pacific in 2005 and was appointed a Group General Manager of HSBC Group in 2008. She became Head of Global Banking and Markets, Asia-Pacific in 2010 before taking up her current role in September 2011.

Ms. Fung is a leading authority on financial market development in Hong Kong. Through her various roles in industry bodies, she has helped guide the evolution of much of Hong Kong's financial landscape as well as other regional markets.

Ms. Fung is a Board Member of the Hong Kong Airport Authority, a Non-official Member of the Hong Kong Housing Authority and a Council Member of Hong Kong University of Science and Technology. In October 2011, she was named to the Board of The Community Chest of Hong Kong.

Ms. Fung holds a number of positions on key financial institutions in Hong Kong. Ms. Fung is now a Council Member of the Treasury Markets Association. In July 2011, she became a member of the Financial Infrastructure Sub-Committee of the Exchange Fund Advisory Committee (“EFAC”) of Hong Kong Monetary Authority. She is also a member of the Hong Kong Monetary Authority’s Banking Advisory Committee. Previously, she was on the Currency Board Operations Sub-Committee of the Exchange Fund Advisory Committee (“EFAC”) of the Hong Kong Monetary Authority, Chairperson of the Hong Kong Association of Banks, and a Council Member of HKTDC for 2012.

A graduate of the University of Hong Kong with a major in Finance, Ms. Fung also received a Master of Applied Finance degree from Macquarie University in Sydney.

   
Fung Yuk Bun Patrick

Dr. Patrick Yuk Bun Fung obtained his MBA degree from University of Toronto in 1973, and was awarded an Honorary Doctor of Business Administration by the Hong Kong Polytechnic University in 2001 and an Honorary Doctor of Laws by the University of Toronto in 2005. Dr. Fung joined Wing Hang Bank in 1976 and was appointed a Director of the Bank in 1980. He was appointed Chief Executive in 1992, and then Chairman and Chief Executive in April 1996. Dr. Fung is the Chairman of numerous subsidiaries within the Group.

Dr. Fung is a Non-Executive Director of Miramar Hotel and Investment Company Limited and an Independent Non-Executive Director of The Link Management Limited. He is a member of the Court of the Hong Kong Polytechnic University, a member of the Court of the Hong Kong University of Science and Technology, Vice President of the Hong Kong Institute of Bankers and a member of Board of Governors of The Hong Kong Philharmonic Society Ltd.

   
Gao Yingxin

Mr. GAO Yingxin, Executive Director and Deputy Chief Executive, is an Executive Director of BOC Hong Kong (Holdings) and BOCHK as well as the Deputy Chief Executive in charge of Corporate Banking and Financial Institutions. He is also Vice Chairman of NCB (China) and Director of Nanyang Commercial Bank, Limited ("Nanyang") and Bank of China Group Insurance Company Limited. Before joining BOCHK, he was President and Chief Operating Officer of BOC International Holdings Limited. Mr. Gao joined the BOC Group in 1986 where he began working on financing projects for various industries at BOC's Head Office in Beijing. In 1999, he became General Manager of Corporate Banking at BOC Head Office where he was responsible for managing and building BOC Group's customer relationships with and global financing for multinational corporations and premium domestic clients in the Mainland of China. He was also in charge of BOC's major financing projects. From 1995 to 1996, he worked for the Finance Department of Northern Telecom (Nortel) Head Office in Canada. Fred is a risk management expert who brings an exceptional blend of regulatory and banking industry experience to his client-advisory role.

Before joining Promontory, Fred was head of group risk management for Dah Sing Banking Group, a listed financial institution headquartered in Hong Kong. He was also a member of the board of trustees of the Global Association of Risk Professionals.

Earlier in his career, Fred worked for a decade with the Hong Kong Monetary Authority, heading at various times the New York Representative Office, the Banking Policy Division and the Banking Supervision Division. Earlier, he worked for nine years with the U.S. Office of Thrift Supervision.

Tony Lee

Maria Leung

Maria Leung is responsible for the development and growth of the Citigold Private Client business, building alliances with partners who serve the same client segment, and maximizing the potential of the One Citi Wealth Management Continuum that includes Citigold, Citigold Private Client and Citi Private Bank. Citigold Private Client provides an exclusive and personalized client servicing model that takes care of an individual’s wealth in totality, including both personal and business wealth, for high-net-worth individuals with a portfolio of between US$1-10 million.

Maria has strong experience in the banking industry, having held several senior management positions across retail banking and card business in Hong Kong.

Maria started her banking career with Citibank in 1993 as Card Marketing Manager. After six years of experience as a marketer in cards business, she joined the retail banking business in 1999 and was appointed District Branch Manager in 2001, with responsibility for half of the branch network. Prior to returning to Citibank, Maria was Head of Retail and Wealth at ANZ in Hong Kong.

Maria holds a BA in English Literature and Psychology from the University of Hong Kong.

   
Michael K.M. Leung

Mr. Leung has been with CCB Asia (formerly BofA Asia) for over 14 years, responsible for IT and a range of other functions over time. Before taking up his current position, he had worked with a number of regional and international banks in senior IT, operations and business development positions. The earlier part of Mr. Leung's career was in business consulting and sales support roles with leading firms in Europe, Australia and Hong Kong.

Mr. Leung holds a Master's degree from The Netherlands and a Bachelor from CUHK. He has received executive training from LBS, MIT Sloan and the Retail Banking Graduate School at University of Virginia, among others. The President and Fellow of the HK Computer Society and a Fellow of HK Institute of Directors, Mr. Leung is a seasoned speaker and panelist. Outside of work, he serves a number of charity and community organizations.

   
Shu-Pui Li

Shu-Pui Li has over 20 years of experience in auditing and management consultancy services, technology risk management, banking supervision and financial infrastructure development. Currently, Shu-Pui is the Head of Financial Infrastructure Development Division of the Hong Kong Monetary Authority.

His major responsibilities include:

  • development and promotion of the financial infrastructure in Hong Kong; and
  • coordination with overseas central banks and service providers to facilitate cross-border cooperation in financial infrastructure development.

Prior to joining the Hong Kong Monetary Authority, Shu-Pui was the Head of Asia Technology Risk Management of Chase Manhattan Bank, and the Regional Information Risk Management Officer of JPMorgan Chase in Asia. His major responsibilities included the formulation and execution of the Bank’s technology/information risk management programme, performance of risk assessment of Internet and E-commerce projects, review and enforcement of the Bank’s information technology control policy and standards, development and testing of the business continuity plans, and implementation of information security awareness programmes.

Shu-Pui is a qualified Chartered Accountant (FCA) of the Institute of Chartered Accountant England & Wales, a qualified Chartered Information System Engineer (CEng), a certified Information Systems Auditor (CISA) and a member of the British Computer Society (MBCS). He has also obtained a Masters degree in research of computer graphics and a Bachelors (1st Class Hons) degree in Computing Science at the University of Manchester.

Weber Lo

Mr. Weber Lo is Citi Country Officer & Chief Executive Officer for Citi Hong Kong and Macau, responsible for all businesses across the Citi franchise in the two markets, including corporate & investment bank, consumer bank, commercial bank, private bank, transaction services, markets & treasury, and investment research & analysis.

Before assuming this role, Weber was Country Business Manager for Citibank Global Consumer Banking in Hong Kong and Macau, which covers retail banking, credit card and small business clients. During the five years of his tenure in this position, the business saw rapid growth and expansion while its branch network doubled and the smart banking concept took shape.

Weber joined Citi in 2000 as Head of Citigold, the retail bank’s wealth management business. In 2001, he was appointed Head of Bankcard Marketing and was subsequently promoted to Country Marketing Director in 2002, with added role as Director of Retail Banking in 2003. In 2004, he took up the position of Chief Operating Officer while serving concurrently as the Director of Retail Banking. Weber was named the Promising Young Banker of the Year for Hong Kong by The Asian Banker in 2008.

Prior to joining Citi, Weber held senior positions in Coca-Cola China Ltd. and Procter and Gamble (HK) Ltd.

Weber is a member of the Board of Directors for China Guangfa Bank in China. He currently serves as a member of the Banking Advisory Committee under the Hong Kong Monetary Authority and the Chairman of the Financial and Treasury Services Committee of the Hong Kong General Chamber of Commerce. Alan Luk

Mr. Alan Luk is Head of Private Banking and Trust Services at Hang Seng Bank. He oversees the Bank’s private banking and trust services business, providing wealth management services to meet the various needs of high-net-worth customers. Prior to joining Hang Seng, Mr. Luk held senior positions such as Treasurer at a number of international banks in Hong Kong.

Mr. Luk has a Master of Sciences in Global Finance jointly awarded by the Hong Kong University of Science and Technology and New York University STERN Business School.

   
Ma Weihua
Former President of China Merchants Bank, Chairman of Wing Lung Bank

Dr. Ma Weihua was an executive director as well as the president and CEO of China Merchants Bank. He holds a Ph.D. in economics. He concurrently served as the chairman of the board of directors for CIGNA & CMC Life Insurance Company Ltd. and China Merchants Fund Management Co. Ltd. He is now the chairman of Wing Lung Bank Ltd.

Dr. Ma was a deputy to the 10th National People’s Congress (NPC) and a member of the 11th National Committee of the Chinese People’s Political Consultative Conference (CPPCC). He is currently a member of the 12th National Committee of the CPPCC. In addition, he holds positions in many organizations, including the vice chairman of China Chamber of International Commerce, the executive deputy chairman of China Enterprise Directors Association, the executive director of China Society for Finance, and the president of Shenzhen Soft Science Development Foundation. Dr. Ma also teaches as an adjunct professor in several top Chinese universities including Peking University and Tsinghua University. Before joining China Merchants Bank, Dr. Ma served on multiple government positions, including deputy director and later deputy secretary general of the Economic Planning Committee of Liao Ning province, director of the Party Office in CPC Liao Ning Committee and CPC An Hui Committee, deputy director of the General Office of PBOC, deputy director of the Finance and Planning Office of PBOC, as well as governor of PBOC Hainan Branch and chief of SAFE Hainan Branch.

Dr. Ma has served on multiple international educational and research institutes, social organizations and industry associations. He is now the chairman of China Business Initiative of Columbia University, a member of the Advisory Committee of Emerging Markets of International Institute of Finance, a member of the global council of International Finance Forum, a member of the Advisory Council of City of London, a member of the advisory board of New York Financial Consulting Committee, and a member of the VISA Asia-pacific senior advisory committee.

Dr. Ma has received numerous awards and recognitions from established institutions and media both domestically and internationally. He was named “China Economic Person of the Year 2001” by China Central Television (CCTV), one of the “Rising Stars of Banking” by The Banker in 2005, “China Business Leader of the Decade 1999-2009” by CCTV in 2009. In 2010, he received the “Gold Award of Yuan Baohua Enterprise Management”. In 2011, Dr. Ma was awarded “Outstanding Contributor to the Civil Society”, “Shenzhen 30 Years Excellent Quality Leadership Achievement Award” and “Shenzhen 30 Years Industry Leading Character” by People’s Daily Online. In this role, he is primarily responsible for developing and structuring solutions for Citi’s large multinational and large local corporate client base, tailoring and customizing products that fit client requirements. Tonet is also solutions lead for all digital and mobile projects in Asia Pacific working closely with global and local mobile teams as well as technology teams across the globe. Tonet manages key projects for Asia Pacific and helped launched Citi Mobile Collect in Asia. His key task is to develop transformational tools and solutions for our clients through the use of mobile and digital technologies.

Tonet joined Citi as a Corporate Sales Consultant with the Philippine franchise of Citi in 2004. In 2007, he moved to a regional role with the Regional Sales Team of Citi in Hong Kong as the Asia Pacific proposal writer and then subsequently joined the regional product team in 2009. Prior to his roles in Citi, Tonet spent 6 years with the American Insurance Group (AIG) covering both insurance and mutual fund businesses in sales and started his career as an analyst with then Andersen Consulting, now Accenture.

A Certified International Cash Manager as well as a licensed Civil Engineer in the Philippines, Tonet received this degree from the University of the Philippines.

He travels extensively in the region, interacting with and sharing insights with both clients and regulators. Having participated regularly in both "Basel" and Asian regional supervisory groups for nearly a decade, he has had wide contact with and is well known to regulators throughout the region.

She is currently the HKMA representative in the Basel Committee’s Working Group on Liquidity, and has participated in the development of the Principles for Sound Liquidity Risk Management and Supervision issued by the Committee in September 2008 and the proposed global liquidity standards issued by the Committee in December 2010.
